AN ORDINANCE AMENDING AND SUPPLEMENTING THE CODE OF THE BOROUGH OF CLAYTON, CHAPTER 88 UNIFIED DEVELOPMENT, OF THE CODE BOOK OF THE BOROUGH OF CLAYTON. The foregoing Ordinance was finally adopted by the Mayor and Council of the Borough of Clayton on September 10, 2026.

AN ORDINANCE AMENDING THE EXISTING PERSONNEL POLICY AND PROCEDURES MANUAL IN THE BOROUGH OF CLAYTON (PERSONNEL, BOROUGH). The foregoing Ordinance was finally adopted by the Mayor and Council of the Borough of Clayton on September 10, 2026.

NOTICE OF PROFESSIONAL APPOINTMENTS
FOR THE YEAR 2026 PURSUANT TO N.J.S.A. 40A:11-1 ET. SEQ.
BOROUGH OF CLAYTON
WHEREAS, the Local Public Contracts Law (N.J.S.A.40A:11-1 et seq.) requires the governing body of a contracting unit to publish a notice in a newspaper authorized by law to publish its legal advertisements, setting for the nature, duration, service and amount of the contract where such contract is awarded for “professional services” without competitive bidding; NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough of Clayton, County of Gloucester, and State of New Jersey as follows:
1.That Sickels & Associates, Inc., of Woodbury, New Jersey, is hereby hired to provide the necessary engineering services in connection with the 2027 NJDOT Municipal Roadway State Aid – N. Broad, Phase III for a total amount not to exceed $72,950.00. Robert Law, CFO, for the Borough of Clayton certifies that $72,950.00 is available through the Ordinance 14-2026.
2.That the appropriate officers of the Borough of Clayton are hereby authorized to enter into a contract with said professionals.
3. These contracts are awarded without competitive bidding as a “professional service” under the provision of the Local Public Contracts Law because the specialized training, education, experience and specialized knowledge needed for this position cannot be properly described in specifications which would have to be prepared for competitive bidding and because the law permits agreements for professional services without public advertising and bidding therefore and pursuant to the Fair and Open Process. 4. A notice of the award of these contracts shall forthwith be printed once in The Sentinel, the official newspaper of the Borough of Clayton, authorized by law to publish the legal advertisements of the Borough of Clayton, and further stating that this resolution and the annexed contract are on file and available for public inspection in the Office of the Clerk of the Borough of Clayton. ADOPTED, at the reorganization of the Mayor and Council of the Borough of Clayton on September 10, 2026.
