TWO ARRESTED IN HUMAN TRAFFICKING/PROSTITUTION CASE

After a seven month investigation, the Major Crimes Unit of the Gloucester County Prosecutors Office (GCPO) has arrested two individuals with multiple 1st degree Human Trafficking and related charges involving an underage victim. Brandon R. Samuel age 27 of Gibbstown; Ali Brown age 25 of West Deptford. A third individual, Joseph Samuel remains at large. In December 2016, the three defendants forced a 17 year old female, who was reported missing as a runaway, into prostitution on backpage.com, while staying at the Motel 6, in Gibbstown, New Jersey.
The victim reported that the defendants forced her to engage in sexual acts with multiple partners and was required to give the money she earned to the defendants. The defendant’s charges include the following:
1. Conspiracy to Commit Human Trafficking (less than 18 years old) – 2C:5-2/13-8(a)(3); 2. Conspiracy to Commit Human Trafficking (by force) – 2C:5-2/13-8(a)(1)(a); 3.Conspiracy to Commit Promoting Prostitution/Juvenile – 2C:5-2/34-1(b)(3); 4. Conspiracy to Commit Manufacturing Child Pornography – 2C:5-2/24-4(b)(3); 5. Accomplice to Commit Human Trafficking (less than 18 years old) – 2C:2-6/13-8(a)(3); 6. Accomplice to Commit Human Trafficking (by force) – 2C:2-6/13-8(a)(1)(a); 7. Accomplice to Commit Promoting Prostitution/Juvenile – 2C:2-6/34-1(b)(3); 8.; Accomplice to Commit Manufacturing Child Pornography – 2C:2-6/24-4(b)(3); 9. Endangering the Welfare of a Child – 2C-24-4A (3rd Degree)
The GCPO has filed a detention application against Brandon Samuel which was granted requiring him to remain incarcerated pending the disposition of his case. A detention application against Brown is pending. He was arrested yesterday in Paulsboro by the US Marshal’s Service. In addition to the GCPO, Greenwich PD, Camden County SVU and Narcotics Unit assisted with this investigation.
“These defendants are predators who exploited this victim in a particularly evil manner, said Prosecutor Sean F. Dalton.
