TO WHOM IT MAY CONCERN:
In compliance with the pertinent provisions of the Franklin Township Zoning and Land Development
Ordinance, and the New Jersey Municipal Land Use Act, N.J.S.A. 40:55D-1 et seq., notice is hereby given that a written application has been filed by the undersigned with the Franklin Township (Gloucester County)Planning Board for preliminary major site plan approval; “c” variance relief pursuant to N.J.S.A. 40:55D-70c from Ordinance § 253-190.9.D to permit a perimeter security chain-link fence at a height of approximately 8 feet within the parcel’s front yards and from Ordinance § 253-114.B(1) and § 253-115.B(1), if required by the Board, to deviate from the minimum amount of open space or agricultural lands preserved; together with checklist and design waivers and any and all other variances or waivers the Board may reasonably require in the exercise of its discretion, and without further public notice, in order to allow the undersigned applicant to construct, establish and maintain a renewable energy facility pursuant to N.J.S.A. 40:55D-66.11 consisting of approximately 92,960 ground-mounted photovoltaic solar panels with flange motors allowing the panels to move/track the sun. The renewable energy facility will be used for the generation of approximately 44 MW of wholesale electric power transmitted to the PJM regional transmission organization’s grid, and will include the construction and maintenance of a substation, battery storage units, inverter boxes, interior driveways, stormwater management facilities, vegetative screening, site lighting, landscaping, project signage, chain link fencing approximately 8-feet in height, access gates, temporary construction/staging areas, public right of way improvements, underground utility transmission installations extending off-site and related site improvements, all of which are more fully described on the plans on file with the Planning Board Secretary. All of the above
referenced improvements and activities are to occur on approximately 262.69 acres of property shown as Lot 1 in Block 1902 on the Franklin Township, New Jersey Tax Map, which property is located at 1457 Fries Mill Road, Franklinville, New Jersey. The property is currently farmed for agricultural uses and is located in the Business Mixed Use Zoning District.

Public hearing on the above mentioned application which is the subject of this Notice has been
scheduled for April 16, 2024, at 7:00 p.m. at the Franklin Township Municipal Hall, 1571 Delsea Drive,
Franklinville, New Jersey,
at which time and place any interested party (as defined by N.J.S.A. 40:55D-4) will have an opportunity to be heard either in person, or by agent or attorney. All documents in support of this application are on file for public inspection during regular business hours at the office of the Secretary to the Planning Board, Franklin Township Municipal Complex, 1571 Delsea Drive, Franklinville, New Jersey.
