Born and raised in Pittsgrove Township, Howard has been a resident of Franklinville for nearly 60 years. He attended Olivet Public School and later earned his GED. Howard proudly served four years in the U.S. Navy (two active and two reserves) earning the rank of Seaman. He retired in 2000 after 35 years as an AC Repairman with General Motors in their Wilmington, DE manufacturing facility. Beginning in 1985, Howard worked his weekends and days off as a commercial crabber and fisherman on the Delaware Bay (#226). After his retirement from GM, he continued crabbing and fishing, mostly full-time, until the summer of 2023.
Howard loved going to the casinos to play the slot machines and eat at the buffets. He enjoyed country dancing throughout his life especially at the Golden Nugget in Berlin and the Country Palace in Buena. He also enjoyed playing the lottery and people-watching. Howard maintained a summer home on the Delaware Bay near the East Point Lighthouse in Heislerville for many years. His daughters recalled that their father was sometimes ornery and always set in his ways.
