NOTICE OF INTRODUCTION ORDINANCE 25-2024 AN ORDINANCE AMENDING THE EXISTING PERSONNEL POLICY AND PROCEDURES MANUAL, ADDING A TRANSITIONAL DUTY POLICY IN THE BOROUGH OF CLAYTON (PERSONNEL, BOROUGH) TAKE NOTE that the foregoing ordinance was introduced at a meeting of the Mayor and Council of the Borough of Clayton held on September 26, 2024 and was then read for the first time. The said ordinance will be further considered for final passage by the Mayor and Council at the Municipal Building, 125 N. Delsea Drive, Clayton, New Jersey, at a meeting beginning 6:30 p.m. on October 10, 2024, at which time and place, or any time and place to which such meeting be adjourned, all persons interested will be given an opportunity to be heard concerning such ordinance. ORDINANCE 25-2024 AN ORDINANCE AMENDING THE EXISTING PERSONNEL POLICY AND PROCEDURES MANUAL, ADDING A TRANSITIONAL DUTY POLICY IN THE BOROUGH OF CLAYTON (PERSONNEL, BOROUGH) NOW, THEREFORE, BE IT ORDAINED by the Mayor and Council of the Borough of Clayton, County of Gloucester and State of New Jersey that the Personnel Policy and Procedures Manual, of the Code of the Borough of Clayton is hereby amended, as per the attached Transitional Duty Policy incorporated herein and made a part of this Ordinance. BE IT FURTHER ORDAINED that this Ordinance shall take effect immediately upon final passage and publication as required by law. NOTICE OF PROFESSIONAL APPOINTMENTS PURSUANT TO N.J.S.A. 40A:11-1 ET. SEQ. BOROUGH OF CLAYTON WHEREAS, the Local Public Contracts Law (N.J.S.A.40A:11-1 et seq.) requires the governing body of a contracting unit to publish a notice in a newspaper authorized by law to publish its legal advertisements, setting for the nature, duration, service and amount of the contract where such contract is awarded for “professional services” without competitive bidding; NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough of Clayton, County of Gloucester, and State of New Jersey as follows: 1. That Sickels & Associates, Inc., of Woodbury, New Jersey is hereby hired to provide the surveying services in connection with the Coyle Road Right-of-Way Survey for a total amount not to exceed $10,000.00. Donna Nestore, CFO, for the Borough of Clayton certifies that $10,000.00 is available through the 2024 Municipal Budget – Drainage Improvements for Coyle Road. 2. That Synergy Environmental Inc., of Cherry Hill, New Jersey is hereby hired to complete additional site investigation in connection with Clevenger Brother’s Glassworks for a total amount not to exceed $25,890.00. Donna Nestore, CFO, for the Borough of Clayton certifies that $25,890.00 is available through the HDRS Grant – Clevenger’s. 3. That the appropriate officers of the Borough of Clayton are hereby authorized to enter into a contract with said professionals. 4. These contracts are awarded without competitive bidding as a “professional service” under the provision of the Local Public Contracts Law because the specialized training, education, experience and specialized knowledge needed for this position cannot be properly described in specifications which would have to be prepared for competitive bidding and because the law permits agreements for professional services without public advertising and bidding therefore and pursuant to the Fair and Open Process. 5. A notice of the award of these contracts shall forthwith be printed once in The Sentinel, the official newspaper of the Borough of Clayton, authorized by law to publish the legal advertisements of the Borough of Clayton, and further stating that this resolution and the annexed contract are on file and available for public inspection in the Office of the Clerk of the Borough of Clayton.
